Rav Chaim Vital (the main disciple of the Holy Ari Z"L) said that the last generation before the geula (final redemption) will learn that Tehillim (Psalms) is the way out of all problems. The Pardes Menachem explains that that is hinted in the above-quoted pasuk. After "the time of the zemiros has arrived," vekol hator nishma beartzenu- Moshiach will come. In this verse, however, there is another condition that needs to be fufilled before "the time of singing arrives" that is, "vehanitzanim nireu baaretz", when is that? Have we gotten there yet? Have the "blossoms appeared in the land?"
