1:Lets say someone ate matza in the two weeks before pesach.
a.by accident?
b.on purpose?

So what's the problem?

Some people have a custom to refrain from eating Matza from before Pesach (some from 1st Nisan, some from Purim), but any prohibition only applies on Erev Pesach.

Those who refrain from eating matzah just prior to Pesach, isn't also relevant whether they were eating it all year round?
