The length of a Tekiya is of that of it's T'ruah. There is an argument what is a T'ruah. Is it broken notes or is it little peeps, or a combination of broken notes and peeps, so we do all 3 opinion. There is an argument on the lenth of the peeps (from here on be called T'ruah) Rashi says it is 3 small peeps, because the Mishna says it's 3 Tarmeter. Tosfos argues and says it's 9 peeps (each Tarmeter is 3 peeps)

The Shulchan Orech says according to Rashi you shouldn't make a broken note (from here on will be called a Shever or pl. Shevarim) longer than the lenth of 2 peeps, because if it will be 3 peeps, it would be as long as a Tekeya (the straight sound) of a T'ruah (which is the length of it's T'ruah which is 3 peeps according to Rashi) But to Tosfos, since a t'ruah is 9 peeps, you can make a Shever that is 3 peeps, since Tosfos holds there is no Tekiya less than 9 peeps. Rama says that even in Rashi you are allowed to make a Shever in 3 peeps, since if the Shever is the real T'ruah, then the real Tekiya is 9 peeps long, we only have a 3 peep Tekiya only if T'ruah is the real T'ruah, and if that is so, we wouldn't need to blow Shvarim

My Questions is as follows
1) The Rama's reasoning is very sound, why doesn't the Shulchun Orech hold of this reason?

2) What is the reasoning of Tosfos to argue with Rashi on the lenth of the T'ruah, since the Mishna says 3 Tarmeters, why should we think a Tarmeter is more than a peep and say it's 3 peeps?

The Answer, in my humble opinion, is the Rambam held that the lenth of a Tekiya on a T'ruah is 1 and 1/2 peeps long, since a T'ruah is 3 peeps and he learns that the Tekiya is the same length of it's T'ruah is both Tekiyos together(the one before and the one after) The Ran asks on him, How can you have a Tekiya (a straight sound) that goes only 1 1/2 peeps long. It is too short to consider it a straight sound.

I think this is the argument between Rashi and Tosfos. Even though in the language of Tarmeter does not tell us it's longer than 1 peep, but Tosfos held it was logical to say a T'kiya can't be shorter than 9 peeps, because less than that is too short to be considered a "straight" note. while Rashi holds it is long enough to define it as a straight note even with a lenth of 3 peeps.

This is why the Shulchon orech felt, even though the order of Shvarim is only if the order of T'ruah is wrong, even so, since Rashi held logicly that a Tekiya could be defined as 3 peeps long, and that's why a T'ruah could be 3 peeps long, thus a Shever shouldn't be 3 peeps long, because that in itself is defined as a straight note, which is a Tekiya
