This is more of a theoretical question - If it rains so much in Israel that it is bad for Israel, would we stop saying vetein tal umatar? Why or why not?

I would assume that we would still say it and it is still applicable because the prayer is 'vetein tal umatar livracha' - we should be given rain for a blessing.

Not that this comes from any source - just my own understanding ;0)
