Is Torah taught in all schools in Israel and do they all have a Rabbi on hand?

To the best of my knowledge, Torah (the Tanach) is taught in all schools here, in Israel. But not always are the teachers Rabbis. Sometimes those giving the Torah lesson are non-religious, while some may even consider themselves "atheists."
