I found the answer to your question. The prohibition of a man remarrying his divorced wife after she had gone away from him and was married to another, applies only to when his ex-wife remarried. But if she had only been divorced from her first husband and went away to play the harlot, she is still permitted to be married once again to her first husband.

Thus is it explained in "Sefer Ha-Chinuch," on Deuteronomy 24:4 (Parashas Ki Tetzei):

מצוה תק"פ. שלא יחזיר גרושתו משנשאת. שנמנענו מלהחזיר האשה אחר שגרשנוה ונשאת לאחר. ודוקא נשאת או נתארסה. אבל זנתה אחר שגרשה מותר להחזירה

I would suggest that you consult a good Rabbi who will be able to walk you through the entire process, he can fill you in on all the important laws to know and he might very likely have access to information on jewish children available for adoption. Actually, the Torah only prohibits a man returning to his divorced wife in the event that she (his divorced wife) married another man after her divorce, and was once again divorced by her second husband. But if that woman had never been remarried, her ex-husband can return unto her. And even if the man himself had remarried and divorced his second wife, he can still return unto his first wife - so long as she had never been remarried. This is very plain to those who study the halacha.

As for taking two wives, Rabbeinu Gershom's edict concerning polygamy has long since been expired, as it was only intended to be enforced for a thousand year period. Even so, the Jews of the levant (and of Yemen) have never taken upon themselves, neither accepted, the edicts of Rabbeinu Gershom. Today, the prohibition is largely a secular-law issue, and not religious.

Chazal tell us that the surrogates were among the first to recognize HaShem by the Yam Suf.

I don't get your connection.
Also, i could be off but if i remember correctly the maidservants at Krias Yam Suf saw more than other nevi'im showing the enourmous revalation that happened at that time. i.e., even the servants than saw more than nevi'im at other times.
I also don't recal it saying that hte babys in the wombs of the maidservants specificly, it was referning to all fetuses. Like i said i dont' have it on me now but this is how i remember it.

What about becoming a foster parent? There are many Jewish agencies that are looking for such.

CORRECTION: It was pointed out to me by Rav Aberjel (the Av Beis Din of the Court at Beersheva) that the only time the State of Israel will recognize polygamy is when the man and his co-wives were not citizens of the State of Israel when they came to Israel from outside the country. However, if the man was first a citizen of the State of Israel, and had left the country in order to marry a co-wife, even though he returned with his co-wife to the State of Israel, their marriage would not be reconized by the State.
