Every woman should dress modestly, because that would allow them not to have to put their bodies on display like meat in the cold cuts case at the deli. Everyone would feel more comfortable, including them.

There's a Gemorrah (I forget where the Gemorah is located and with whom it took place) where there was an Amorah who saw this woman who was wearing a bright red coat and presumed that she was Jewish and ripped it off of her because he felt it violated the laws of Modesty. He then found out that she was a gentile and he needed to pay her back for the garment which was quite expensive.
The Gemorrah continues with that the Amorah said that had I waited to see if it was in fact that it was a Jewish woman or not I would have saved all that money which was about 400 zuz. |

A point here being, no one should dress provocatively. Whether Jewish or not, why would you want to flaunt it?

Gentiles are responible to adhere the 7 noahide laws. One of these laws is immorality. Shouldn't immodest behavior such as revealing dress fall under this?
