I would like to make a couple of comments that may have been over looked.
Why this person over that one? There's a famous gemora that speaks of the accidental killer that for various reason escaped having to go to a city of refuge. Also, an intentional killer whose situation was such that he could not be punished by the Earthly courts. HaShem made it so that they were both brought together in a particular town. While the accidental killer was climbing a ladder, he fell on the intentional killer who was walking below, thereby killing him, as should have been the outcome from his first offense. The accidental killer was then forced to flee to a city of refuge, as he should of, for his first offense. Each got what was due them although noone other than HaShem would have known their situations. Only HaShem could, therefore, bring about the proper justice.
There are many stories of souls returning to receive retribution or reward for something that happened in a previous life. Even whole groups of people who, in their current bodies, were all strangers with no apparent connections to each other, yet, were brought together by HaShem at the appropriate time for them all to interact and correct something from a previous time.
All events belong to Him to orchestrate. It is for us to accept that all He does is for good, whether we understand it or not. We have the obligation to help ourselves and that can include praying that a doctor, lawyer, etc, be a good messenger of HaShem's, thereby, bringing a refuah or whatever else may be needed by us.
As for neshomas not surviving even birth, lo aleinu, why is it so often over looked that those events, not only served as a completion for that soul, but, in fact, may have been meant to effect those who remain? Did they need a shock to wake up and do teshuvah and the little neshoma saved them? Did they have to be an example to others, so others could see the strength and faith that can carry us through HaShem's plans?
How many possibilities can you think of that show the good the neshoma did in fulfilling its mission? Also remember that the neshama has returned to the amazing joy of being with the Great Father. We, yet, remain to continue fulfilling our work.
