Is it proper to say shehecheyanu upon *acquiring* a new metal vessel (and if so, before or after tovelling it?), or is it appropriate to make the brachah right before the first *use* of the vessel?

A bracha of shecheyanu is not made for the purchase of a vessel.

Of course the metal utensil must be something of great worth or it won’t be a Shechiyunu candidate. You should make it when you buy it. You only make it when you use it for the first time if it’s not ready to use as is and needs alterations.

What if it makes a person happy but doesn't cost much, or one only buys a new metal utensil once a year or so?

Of course he won’t buy it if it didn’t make him happy. But it’s only reserved for things that are somewhat inaccessible regularly because of the price, thus you need to only buy it once in a while.

Isn't that relative to the person that is buying? For one person it would be a new suit, but for a business person who buys one regularly, it wont be.

If the tallis is bought once a year or more, and a nice crown or atarah, is added to it and it is used for Shabbos and Yom Tov. Then I'd say that a Shehechiyanu should be said on it. Why not?
