in reading Judges, I come across a tranlating problem. for it states 30 ayareim 30 ayareim. rashi tranlate the first to a horses and the second to a villiage. nu so my question is how exactly did Rashi come to terms with the earlier being "horses" and the latter to be "villages"?

Well, one rides horses not cities, and horses do not own other horses. And if the Possuk is trying to tell us their prestigiousness then it is quite obvious that they owend the horses, so when the Possuk says they owned 30 Ayoros it means something other than horses, hence cities.
